David Black is the Senior Director at Ofwat. This presentation, ‘Water 2020: Wholesale markets and PR19’, was given at the Water Industry Asset Management Conference, 10 May 2017.  Over the next 18 months, water companies in England and Wales will be drawing up their business plans for 2020 to 2025, as part of the ‘Periodic Review 2019’ (PR19). Although this presentation is wrapped in usual Ofwat jargon it touches upon many important issues that affect resilience, catchment management and many other issues of direct interest to those with an interest in sustainability and environmental perspectives. It sets the scene for the emerging debate about direction and investment.
