Marine Licensing Lead Specialist
Location: Bangor, Buckley, Cardiff, Haverfordwest or Swansea
Salary: £47,055 to £52,770 (Grade 7)
Contract: Permanent, Full-time (37 hrs/week)

About the Role
A senior position within NRW’s Marine Licensing Team, leading the assessment of complex and high-profile marine licence applications. The role involves technical and risk-based decision making, stakeholder engagement, managing statutory deadlines, mentoring colleagues, and ensuring robust, transparent licensing decisions. You may also represent NRW as an expert witness at public inquiries.
Key Responsibilities
- Assess complex and politically sensitive marine licence applications.
- Analyse technical information and advise policy and legal teams.
- Build relationships with regulators, government bodies and stakeholders.
- Ensure licensing decisions are consistent, transparent and well documented.
- Monitor team performance against statutory timescales and manage risks.
- Lead technical development, mentoring and coaching within the Marine Permitting Team.
- Support continuous improvement, incident response and health and safety requirements.
Essential Requirements
- Significant experience assessing complex marine licence applications.
- Degree (or equivalent) in a relevant scientific discipline.
- Strong knowledge of marine licensing legislation and permitting processes.
- Proven ability to make risk-based decisions and manage complex information.
- Experience with marine permitting technologies and environmental protection methods.
- Coaching and mentoring experience.
- Strong organisational, customer service and communication skills.
- Experience using GIS mapping software.
- Welsh language level A2 (Essential). Applications not meeting this requirement will not be shortlisted.
