We are looking for an Evaluation Experts and Research Consultants at both junior and senior levels, to join our growing team working across multiple areas of environmental, marine, agriculture and food policy.

You will take a leading role in managing our UK clients and overseeing or supporting the delivery of a portfolio of evaluation and research projects. The role will help shape the growth and direction of our practice, undertaking business development to drive forward expansion of ICF’s existing and new areas of work. Your main responsibilities (variable depending on experience) will be to:

• Oversee and deliver high quality evaluations and research
• Manage project budgets, project teams including subcontractors, and the delivery of project outputs to a diverse range of clients
• Pursue business development opportunities and build networks and partnerships
• Lead and contribute to proposals, including building teams, developing methodologies and budgets
• Contribute to ICF’s Communities of Practice, supporting technical development across the organisation

The role will sit in ICF’s European Policy, Research, Evaluation and Strategy unit, which offers consulting services across UK central government, EU institutions, as well as other national governments, local government, businesses and NGOs. We hold several multi-year evaluation and research framework contracts with these clients.

You will work on issues at the top of today’s policy agenda, including:

• Restoring biodiversity and natural capital
• Blue economy, marine planning and conservation
• Sustainable fisheries
• Rural economy and agriculture
• Sustainable food production and agri-food chain
• Addressing climate change and net zero

From day one, you will contribute to a diverse range of assignments by undertaking qualitative and quantitative research and analysis that impacts directly on public policy decisions. In parallel, we will provide you with the opportunity to develop your knowledge and skills further through excellent training and development support, structured career guidance systems, our mentoring programme, communities of practice and line management arrangements.

Who we are looking for:
We are looking for experienced evaluators and consultants, with a proven track record in delivering high quality research. You should be intellectually curious and a very well organised individual, with an ability to see the many dimensions of a policy problem. You will have:

• Degree, Master’s degree or PhD in a relevant discipline
• Expertise in the design and implementation of evaluation approaches and/or social research methods and/or application of environmental economics
• Expertise in qualitative and quantitative analysis
• Demonstrable knowledge and/or interest in a relevant policy area
• Experience of managing projects, budgets, teams and client interactions
• Experience or writing competitive bids and/or grant applications and building project teams
• Ability to communicate with others in excellent oral and written English
• High level of attention to detail and accuracy
• Highly-developed interpersonal skills and self-motivation
