The Marine Management Organisation (MMO) has published research undertaken by the UK environmental economics consultancy, eftec and marine consultancy ABPmer into how the MMO can improve the implementation of the ecosystem approach in marine planning. In undertaking marine planning, the Marine Management Organisation (MMO) is required by the Marine Policy Statement to use the ecosystem approach, in particular to ensure that human pressures are kept within levels compatible with the achievement of environmental objectives.The published report proposes a framework for improving the use of the ecosystem approach which is intended to help prepare marine plans, and aims to integrate ecosystem approach principles with the MMO’s marine planning process.
Stephen Hull, ABPmer Technical Director said: “The need to manage crowded usage of sea waters involving activities with the potential for significant impacts on marine ecosystems (both positive and negative) is increasing. Application of an ecosystem approach within marine planning is therefore becoming increasingly important in supporting sustainable development.”
The study explored the practical application of an ecosystem approach to marine planning recognising that such an approach requires integration of environmental, social and economic factors. The recommended framework provides proportionate assessment, recognising the limitations of existing data.” Ian Dickie, Director of eftec commented: “ The study builds on the ecosystem approach principles outlined through the Convention on Biological Diversity (CBD) (the 12 Malawi Principles). It translates these into 10 principles suitable for application in marine planning, within a framework that is accessible to all those with an interest in the marine environment. “
